Do you think this new Soundstream 4 channel will do what its rated?

soundstream uses the same build house as zapco and power acoustic.. now don't let that fool you.. there alot better than PA but not quite as nice as the zapco.. so to answer your question yes it will do rated power and plenty clean.. there great amps.. no reason to fear the higher end soundstream stuff.. the new ref is very nice for the price and the rubicon are great budget amps..
