Does 250 watts RMS x 4 at 2 ohms mean 2 subs or 4 subs?

because i dont know if x 4 = 4 channels or what

X4 means 4 channels. In the case of the amp you posted about the 4 ohm power would usually be half of the 2 ohm rating, thus the amp is 125 watts rms x 4 at 4 ohms. The number of subs to be hooked up to this amp is pretty much infinite, it all depends on what the amp is capable of, the subs that you choose etc.
