under powered?

Is that an HE? I had a HE 15 in HT a while back and it had double the movement easily off reciever power, with the fact that it was in a seaed box.

Are yours sealed or ported?

When mine was ported it had about that much movement, but i liked it much better sealed.

 
Now don't get me wrong the get plenty load but it seems like they should be getting louder with 700 watts rms.Does this look like enough cone travel?
Enough cone travel for what?
If it gets loud enough to make you happy, then that's all that matters. Nobody is going to be able to look at a video of your subs playing and determine if you need more power or not... that's something you need to determine with your ears.

There are a number of factors besides power that determine driver excursion -- enclosure type (& tuning, if applicable), enclosure volume, how the gains are set, whether or not your amp is run into clipping, frequency being played, etc.
