Amplifier problem, trying to set gains but not enough voltage.

So I installed a power acoustik 85wx2 amp in my truck to power the door speakers until I can get my components installed. Everything was hooked up and ready to go to set my gains and so I grabbed my DMM and started playing with the gain knob. An online calculator I used told me to set it at ~10 volts for roughly 30w rms which is what the speakers are. Problem is with the gain turned all the way the end playing a 2khz test tone the max voltage I can get coming out of the speaker output is ~2.5. I had this same amp installed in my other car with my components and it worked perfectly so I am not really sure what the problem is here. My speakers sound a ton louder and clearer so I know they are getting watts but I just don't feel comfortable letting them play loud all the time without knowing what kind of power they are getting.

I would try a pair of Bass Blockers on the rear speakers. I always place them on Coax. speakers generally, Should help quite a bit I like PAC ones...
