trouble hitting the low notes

I just got a 10" cerwin vega and all around its a decent sub, especially for what I paid but It seems like it's having trouble hitting the low notes, could this be because the box is too small? Should I poly fill it?

 
also I poly filled the box, (maybe too much) but now it doesn't play the higher end bass notes. Its loud, low and boomy. Im gona take some poly fill (I stuffed most of the box) out I'd hate to buy a 3rd sub in a matter of 3 weeks.
