Holley Carb Electric Choke Not Working

I just ordered a new mini starter for my car. I have a 350 with a holley carb. the idle is too high and runs through Gas like Water. planning on fixing once i get the starter and can start the car to adjust the idle.

I have been reading and watching tutorial vids online on how to hook up the electric choke. It has never been hooked up before. I've tried jumping it with a wire straight to the battery. and the flap will not budge. They said the car does not have to be on to test the electrical choke. I've even tried jumping it with whole separate battery which doesnt work.

All i want to do is get the electric choke to work. what am i doin wrong?
